Those who do not show up at the diner are sent bills for what they should have spent, and rather high bills for tips as well.
When you tip, remember, quality of service does not matter. Tips are split up evenly between the waitress to make it fair.

Since no one really wants to eat here,
Wesley Mouch's Liberal Cafe is loosing money, big time,
and so is subsidized by the government.
Because most of the money is eaten up by bureaucracy very little of it actually gets to the diner. Interestingly though that more and more money is allocated every year less and less seems to make it.
